Transparency International Ukraine has published a global barometer of corruption — Corruption Perceptions Index (CPI), which classifies countries by the level of corruption perception since 1995.
What are the results of Ukraine according to the results of 2023?
Our country received 36 points out of a possible 100 and ranks 104th among 180 countries. In the conditions of a full-scale war, this is a pretty good indicator. Since the Revolution of Dignity, Ukraine has gained 11 points in 10 years — this is the largest increase among countries that currently have the status of candidates for the EU.
Ukraine's positive result was influenced by:
▪️ activation of arrests and investigations in top corruption cases;
▪️ adoption of the State Anti-Corruption Program based on the previously adopted Anti-Corruption Strategy;
▪️most purchases are made in Prozorro.
There are several "BUTs" in this story. The period under review did not cover enough positive points — the restoration of e-declaration and reporting of political parties, legislative strengthening of the National Anti-Corruption Bureau of Ukraine and the Specialized Anti-Corruption Prosecutor's Office.
Also, the study period did not include a large part of corruption scandals in 2023 and January cases of pressure on investigative journalists, which can significantly affect the CPI indicator this year.
What should Ukraine do in order to improve the level of fighting corruption and contribute to the European integration processes of Ukraine in 2024?
Transparency International Ukraine experts proposed 3 complex steps:
1. Increase the effectiveness of the fight against top corruption.
2. Effectively use the assets of corrupt officials and henchmen of Russia for the needs of the state.
3. Start the reform of the Accounting Chamber and the State Audit Service of Ukraine.
The Foundation for Institutional Development shares the opinion of colleagues and emphasizes the importance of strengthening the resilience and institutional capacity of anti-corruption bodies, building integrity and compliance in the public sector and business, and developing the whistle-blowing institute. After all, only comprehensive steps can reduce the level of corruption in the country.
