🏢🌍 Local self-government bodies are a force that shapes our communities and determines their future. In Ukraine, this fundamental form of government organization plays an important role in ensuring the development and prosperity of cities, towns and villages.
The restoration of Ukraine is a task not only of the central authorities. Communities on the ground must also be prepared to ensure transparency during post-war recovery processes. This will become possible thanks to the implementation of effective anti-corruption compliance tools in territorial communities. These measures will allow attracting foreign investments and maintaining the trust of partners and citizens.
The Foundation for Institutional Development - FID is starting work on the project «Transparent recovery of communities through risk management and development of the compliance system».
The main goal of the project is aimed at solving the challenges of communities, which manifested themselves during the war period in the work of local government and will be relevant in the period of post-war reconstruction of the country, namely:
🔹legal uncertainty in the implementation of the powers and functions of local government due to the transfer of part of the powers to local and regional military administrations;
🔹the growing level of corruption risks in the new processes of local government during the war period, namely: collection of needs, receipt, accounting and use of humanitarian aid funds for infrastructure restoration; interaction with public organizations and charitable foundations;
🔹institutional unpreparedness for a transparent and accountable recovery process due to simplified decision-making procedures, ignorance of corruption risks and insufficient competence in working with international technical assistance projects.
Communities must therefore carry out preparatory work on the restoration processes in order to resolve the problems identified. With this in mind, the project's activities will consist of three components:
1️. Strategic analysis of corruption risks in the work of local government.
2️. Development of the system of anti-corruption compliance of pilot communities.
3️. Increasing the expertise of public representatives in terms of their involvement in assessment processes and corruption risks of local government.
The project is supported by the EU Anti-Corruption Initiative (EUACI) – the leading anti-corruption support program in Ukraine funded by the EU, co-funded, and implemented by the Ministry of Foreign Affairs of Denmark.
