Experts of the Foundation for Institutional Development, Oksana Bronevytska and Olena Karpova, conducted trainings for compliance officer of local self-government bodies, military administrations and their structural divisions, higher education institutions of Donetsk, Dnipropetrovsk, Zaporizhzhya, Luhansk, Mykolaiv, Poltava, Sumy, Kharkiv and Chernihiv regions on the topic "Formation of a culture of disclosure and work with corruption whistleblowers", which took place in the city of Poltava from May 13 to 17.
Participants of the training considered:
- the role of whistleblowers in modern society and international standards for the protection of whistleblowers, taking into account the requirements of EU Directive 2019/1937 on the protection of persons who report violations of EU legislation and ECtHR decisions;
- mechanisms for whistleblower protection (in particular, in labor relations, confidentiality, anonymity, security guarantees) and the role of the NACP in the protection of whistleblowers;
- peculiarities of the whistleblower's legal status in case of reporting a criminal corruption offense and an administrative offense related to corruption;
- algorithms for working with the Unified whistleblower reporting portal and reviewing whistleblower reports;
- the role of the anti-corruption commissioner in shaping the whistle-blowing culture and protecting whistle-blowers.
During the trainings, the participants actively participated in discussions and discussions, developed drafts of internal policies in the field of whistleblowing, shared their own experience in whistleblower protection and ideas on how to improve the protection of whistleblowers and organize work with them, discussed problematic issues of the theory and judicial practice of whistleblower protection.
The Foundation for Institutional Development appreciates the contribution of compliance officer to the formation of a whistle-blowing culture and the protection of whistle-blowers and comprehensively promotes the improvement of their professional skills, competences and exchange of best practices.
